4 Caetano, Marcello José das Neves Alves
(19061980)Marcello Caetano, as the last prime minister of the Estado Novo, was both the heir and successor of Antônio de Oliveira Salazar. In a sense, Caetano was one of the founders and sustainers of this unusual regime and, at various crucial stages of its long life, Caetano's contribution was as important as Salazar's.Born in Lisbon in 1906 to a middle-class family, Caetano was a member of the student generation that rebelled against the unstable parliamentary First Republic and sought answers to Portugal's legion of troubles in conservative ideologies such as integralism, Catholic reformism, and the Italian Fascist model. One of the most brilliant students at the University of Lisbon's Law School, Caetano soon became directly involved in government service in various ministries, including Salazar's Ministry of Finance. When Caetano was not teaching full-time at the law school in Lisbon and influencing new generations of students who became critical of the regime he helped construct, Caetano was in important government posts and working on challenging assignments. In the 1930s, he participated in reforms in the Ministry of Finance, in the writing of the 1933 Constitution, in the formation of the new civil code, of which he was in part the author, and in the construction of corporativism, which sought to control labor-management relations and other aspects of social engineering. In a regime largely directed by academics from the law faculties of Coimbra University and the University of Lisbon, Caetano was the leading expert on constitutional law, administrative law, political science, and colonial law. A prolific writer as both a political scientist and historian, Caetano was the author of the standard political science, administrative law, and history of law textbooks, works that remained in print and in use among students long after his exile and death.After his apprenticeship service in a number of ministries, Caetano rose steadily in the system. At age 38, he was named minister for the colonies (1944 47), and unlike many predecessors, he "went to see for himself" and made important research visits to Portugal's African territories. In 1955-58, Caetano served in the number-three position in the regime in the Ministry of the Presidency of the Council (premier's office); he left office for full-time academic work in part because of his disagreements with Salazar and others on regime policy and failures to reform at the desired pace. In 1956 and 1957, Caetano briefly served as interim minister of communications and of foreign affairs.Caetano's opportunity to take Salazar's place and to challenge even more conservative forces in the system came in the 1960s. Portugal's most prominent law professor had a public falling out with the regime in March 1962, when he resigned as rector of Lisbon University following a clash between rebellious students and the PIDE, the political police. When students opposing the regime organized strikes on the University of Lisbon campus, Caetano resigned his rectorship after the police invaded the campus and beat and arrested some students, without asking permission to enter university premises from university authorities.When Salazar became incapacitated in September 1968, President Américo Tomás named Caetano prime minister. His tasks were formidable: in the midst of remarkable economic growth in Portugal, continued heavy immigration of Portuguese to France and other countries, and the costly colonial wars in three African colonies, namely Angola, Guinea- Bissau, and Mozambique, the regime struggled to engineer essential social and political reforms, win the wars in Africa, and move toward meaningful political reforms. Caetano supported moderately important reforms in his first two years in office (1968-70), as well as the drafting of constitutional revisions in 1971 that allowed a slight liberalization of the Dictatorship, gave the opposition more room for activity, and decentrali zed authority in the overseas provinces (colonies). Always aware of the complexity of Portugal's colonial problems and of the ongoing wars, Caetano made several visits to Africa as premier, and he sought to implement reforms in social and economic affairs while maintaining the expensive, divisive military effort, Portugal's largest armed forces mobilization in her history.Opposed by intransigent right-wing forces in various sectors in both Portugal and Africa, Caetano's modest "opening" of 1968-70 soon narrowed. Conservative forces in the military, police, civil service, and private sectors opposed key political reforms, including greater democratization, while pursuing the military solution to the African crisis and personal wealth. A significant perspective on Caetano's failed program of reforms, which could not prevent the advent of a creeping revolution in society, is a key development in the 1961-74 era of colonial wars: despite Lisbon's efforts, the greater part of Portuguese emigration and capital investment during this period were directed not to the African colonies but to Europe, North America, and Brazil.Prime Minister Caetano, discouraged by events and by opposition to his reforms from the so-called "Rheumatic Brigade" of superannuated regime loyalists, attempted to resign his office, but President Américo Tomás convinced him to remain. The publication and public reception of African hero General Antônio Spinola's best-selling book Portugal e Futuro (Portugal and the Future) in February 1974 convinced the surprised Caetano that a coup and revolution were imminent. When the virtually bloodless, smoothly operating military coup was successful in what became known as the Revolution of 25 April 1974, Caetano surrendered to the Armed Forces Movement in Lisbon and was flown to Madeira Island and later to exile in Brazil, where he remained for the rest of his life. In his Brazilian exile, Caetano was active writing important memoirs and histories of the Estado Novo from his vantage point, teaching law at a private university in Rio de Janeiro, and carrying on a lively correspondence with persons in Portugal. Morgan (1870-1942), who was born in the State of New York, has gone down in history as the inventor of the game of volleyball, to which he originally gave the name "Mintonette".The young Morgan carried out his undergraduate studies at the Springfield College of the YMCA (Young Men's Christian Association) where he met James Naismith who, in 1891, had invented basketball. After graduating, Morgan spent his first year at the Auburn (Maine) YMCA after which, during the summer of 1896, he moved to the YMCA at Holyoke (Massachusetts) where he became Director of Physical Education. In this role he had the opportunity to establish, develop, and direct a vast programme of exercises and sports classes for male adults.His leadership was enthusiastically accepted, and his classes grew in numbers. He came to realise that he needed a certain type of competitive recreational game in order to vary his programme. Basketball, which sport was beginning to develop, seemed to suit young people, but it was necessary to find a less violent and less intense alternative for the older members.________________________________________________________________________________In 1995, the sport of Volleyball was 100 years old!The sport originated in the United States, and is now just achieving the type of popularity in the U.S. that it has received on a global basis, where it ranks behind only soccer among participation sports.Today there are more than 46 million Americans who play volleyball. There are 800 million players worldwide who play Volleyball at least once a week.In 1895, William G. Morgan, an instructor at the Young Men's Christian Association (YMCA) in Holyoke, Mass., decided to blend elements of basketball, baseball, tennis, and handball to create a game for his classes of businessmen which would demand less physical contact than basketball. He created the game of Volleyball (at that time called mintonette). The longest book, and the one with the greatest technological interest, is Pneumatics. Some of its material is derived from the works of the earlier writers Ctesibius of Alexandria and Philo of Byzantium, but many of the devices described were invented by Hero himself. The introduction recognizes that the air is a body and demonstrates the effects of air pressure, as when air must be allowed to escape from a closed vessel before water can enter. There follow clear descriptions of a variety of mechanical contrivances depending on the effects of either air pressure or heated gases. Most of the devices seem trivial, but such toys or gadgets were popular at the time and Hero is concerned to show how they work. Inventions with a more serious purpose are a fire pump and a water organ. One celebrated gadget is a sphere that is set spinning by jets of steam—an early illustration of the reaction principle on which modern jet propulsion depends.M echanics, known only in an Arabic version, is a textbook expounding the theory and practical skills required by the architect. It deals with a variety of questions of mechanics, such as the statics of a horizontal beam resting on vertical posts, the theory of the centre of gravity and equilibrium, largely derived from Archimedes, and the five ways of applying a relatively small force to exert a much larger one: the lever, winch, pulley, wedge and screw. Practical devices described include sledges for transporting heavy loads, cranes and a screw cutter.Hero's Dioptra describes instruments used in surveying, together with an odometer or device to indicate the distance travelled by a wheeled vehicle. Catoptrics, known only in Latin, deals with the principles of mirrors, plane and curved, enunciating that the angle of incidence is equal to that of reflection. Automata describes two forms of puppet theatre, operated by strings and drums driven by a falling lead weight attached to a rope wound round an axle. Hero's mathematical work lies in the tradition of practical mathematics stretching from the Babylonians through Islam to Renaissance Europe. It is seen most clearly in his Metrica, a treatise on mensuration.Of all his works, Pneumatics was the best known and most influential. SUBJECT AREA: Chemical technology[br]b. 8 April 1818 Giessen, Germanyd. 2 May 1892 Berlin, Germany[br]German organic chemist.[br]The son of an architect, Hofmann began studying law and languages but was increasingly drawn to chemistry, attracted by Liebig's teaching at Giessen. In 1841 Hofmann took his doctorate with a study of coal tar. He became Privatdozent at Bonn University in 1845, but later that year he was persuaded to take up the post of first Director of the Royal College of Chemistry in London, after tenure was guaranteed as a result of Prince Albert's influence. He remained there for twenty years until he was offered professorships in chemistry at Bonn and Berlin. He accepted the latter. Hofmann continued the method of teaching chemistry, based on laboratory instruction, developed by Liebig at Giessen, and extended it to England and Berlin. A steady stream of well-trained chemists issued forth from Hofmann's tuition, concerning themselves especially with experimental organic chemistry and the industrial applications of chemistry. In 1848 one of his students, C.B. Mansfield, devised the method of fractional distillation of coal tar, to separate pure benzene, xylene and toluene, thus laying the foundations of the coal-tar industry. In 1856 another student, W.H. Perkin, prepared the first synthetic dyestuff, aniline purple, heralding the great dyestuffs industry, in which several other of his students distinguished themselves. Although keenly interested in the chemistry of dyestuffs, Hofmann did not pursue their large-scale preparation, but he stressed the importance of scientific research for success on a commercial scale. Hofmann's stimulus in this direction flagged after his return to Germany, and this was a factor in the failure of British industry to follow up their initial advantage and allow it to pass to Germany. In 1862 Hofmann prepared a dye from a derivative of triphenylmethane, which he called rosaniline. [br]b. 1 August 1843 Hagi, Choshu, Japand. 2 August 1910 London, England[br]Japanese "Father of Japanese Railways".[br]In the early 1860s, most travel in Japan was still by foot and the Japanese were forbidden by their government to travel abroad. Inoue was one of a small group of students who left Japan illegally in 1863 for London. There he studied English, mathematics and science, and afterwards mineralogy and railways. Inoue returned to Japan in 1868, when the new Meiji Government reopened the country to the outside world after some 200 years of isolation. Part of its policy, despite opposition, was to build railways; at Inoue's suggestion, the gauge of 3 ft 6 in. (1.07 m) was adopted. Initially capital, engineers, skilled labour and materials ranging from locomotives to pencils and stationery were all imported from Britain; Edmund Morel was the first Chief Engineer. In 1871 Inoue was appointed Director of the Government Railway Bureau and he became the driving force behind railway development in Japan for more than two decades. The first line, from Tokyo to Yokohama, was opened in 1872, to be followed by others, some of them at first isolated. The number of foreigners employed, most of them British, peaked at 120 in 1877 and then rapidly declined as the Japanese learned to take over their tasks. In 1878, at Inoue's instance, construction of a line entirely by Japanese commenced for the first time, with British engineers as consultants only. It was ten years before Japanese Railways' total route was 70 miles (113 km) long; over the next ten years, this increased to 1,000 miles (1,600 km) and the system continued to grow rapidly. During 1892–3, a locomotive was built in Japan for the first time, under the guidance of Locomotive Superintendent R.F.Trevithick, grandson of the pioneer Richard Trevithick: it was a compound 2–4–2 tank engine, with many parts imported from Britain. Locomotive building in Japan then blossomed so rapidly that imports were discontinued, with rare exceptions, from 1911. SUBJECT AREA: Civil engineering[br]b. 22 April 1814 Birmingham, Englandd. 1900[br]English engineer and educator.[br]Although primarily an engineer, William Pole was a man of many and varied talents, being amongst other things an accomplished musician (his doctorate was in music) and an authority on whist. He served an apprenticeship at the Horsley Company in Birmingham, and moved to London in 1836, when he was employed first as Manager to a gasworks. In 1844 he published a study of the Cornish pumping engine, and he also accepted an appointment as the first Professor of Engineering in the Elphinstone College at Bombay. He spent three pioneering years in this post, and undertook the survey work for the Great Indian Peninsular Railway. Before returning to London in 1848 he married Matilda Gauntlett, the daughter of a clergyman.Back in Britain, Pole was employed by James Simpson, J.M.Rendel and Robert Stephenson, the latter engaging him to assist with calculations on the Britannia Bridge. In 1858 he set up his own practice. He kept a very small office, choosing not to delegate work to subordinates but taking on a bewildering variety of commissions for government and private companies. In the first category, he made calculations for government officials of the main drainage of the metropolis and for its water supply. He lectured on engineering to the Royal Engineers' institution at Chatham, and served on a Select Committee to enquire into the armour of warships and fortifications. He became a member of the Royal Commission on the Railways of Great Britain and Ireland (the Devonshire Commission, 1867) and reported to the War Office on the MartiniHenry rifle. He also advised the India Office about examinations for engineering students. The drafting and writing up of reports was frequently left to Pole, who also made distinguished contributions to the official Lives of Robert Stephenson (1864), I.K. Brunel (1870) and William Fairbairn (1877). For other bodies, he acted as Consulting Engineer in England to the Japanese government, and he assisted W.H.Barlow in calculations for a bridge at Queensferry on the Firth of Forth (1873). He was consulted about many urban water supplies.Pole joined the Institution of Civil Engineers as an Associate in 1840 and became a Member in 1856. He became a Member of Council, Honorary Secretary (succeeding Manby in 1885–96) and Honorary Member of the Institution. He was interested in astronomy and photography, he was fluent in several languages, was an expert on music, and became the world authority on whist. In 1859 he was appointed Professor of Civil Engineering at University College London, serving in this office until 1867. Pole, whose dates coincided closely with those of Queen Victoria, was one of the great Victorian engineers: he was a polymath, able to apply his great abilities to an amazing range of different tasks. Portugal's most popular sport or game, for decades the national sport. There are at least two different theories about how soccer was introduced to Portugal and both are set in the late 1880s. One story is that soccer was introduced when Portuguese students with a soccer ball returned from England.Another version is that the sport was brought to Portugal by resident or visiting Britons. The game was first played only by foreigners, but soon became popular among Portuguese. Some of the earliest soccer games were played on fields in the property of the Eastern Telegraph Company in Carcavelos, outside Lisbon. The word in Portuguese, futebol, derives from the English word football. Organized by the entrepreneur Guilherme Pinto Basto, the first exhibition game between Portuguese and Britons was in 1888, and the first match, between Oporto and Lisbon was held in 1894, with King Carlos I in attendance.Especially after World War I, futebol acquired a mass, popular following. By midcentury, Portugal's periodical with the largest circulation was Lisbon's soccer newspaper Bola ("Ball"). After 1939, many soccer stadiums were constructed, and Portuguese fans became divided into supporters of two rival professional soccer teams: Sporting or Benfica, both from the Lisbon region. In the World Cup soccer games of 1966, Portugal's national team achieved fame and distinction, reaching the semifinals, only to lose to the Brazilians. Starring on Portugal's 1966 World Cup team was the celebrated Mozambique-born Eusébio. In that World Cup contest, Portugal became the first national team to reach the semifinals in their first appearance in the contest. In 2004, Portugal hosted the Euro cup, and Portugal's national team was defeated in the final by Greece. In May 2006, Portugal's national soccer team was ranked seventh out of 205 countries by the world soccer association (FIFA). -

(1872-1918)Leading political figure during the First Republic, minister to Berlin for the republic, and ill-fated president of the republic (1917-18) as well as founder of the New Republic system. Born in the Minho district to a family of modest means, Sidónio Pais was one of the most brilliant students in mathematics of his generation at Coimbra University, the pre-1926 crucible for so many of Portugal's future political leaders. Following his doctorate in mathematics at Coimbra, he became a faculty member at that institution and entered republican politics. He joined Brito Camacho's moderate republican party, the Unionists, and served as Portugal's minister to Berlin, 1912-16.A reserve army major, Pais was ambitious as well as idealist ic, and sought to reform the republic's turbulent, inefficient system. He headed the military coup and insurrection of 5-8 December 1917, which overthrew the Afonso Costa government and ousted the Portuguese Republican Party from power. Sidónio Pais engineered a novel regime called the New Republic during 1917-18 and was elected president of the republic in the spring of 1918. This new government sought to reconcile monarchists and republicans and to stabilize politics. Described by admirers as "half prince, half condottiere" Sidónio Pais's experiment was short-lived and soon collapsed in chaos. Pais was assassinated by a fanatic republican at Rossio railroad station on 14 December 1918.
